Declaration on the Use of Artificial Intelligence Technologies

This Declaration establishes mandatory rules for the use of artificial intelligence (AI) technologies in the preparation, submission, peer review, editing, and publication of materials in the scientific journal Coordinates of Public Administration.

The Editorial Board acknowledges that AI tools may be used only as auxiliary technical instruments. They must not replace the author’s intellectual contribution, scholarly reasoning, methodological responsibility, critical interpretation of research results, or adherence to the principles of academic integrity.

Authors, reviewers, and members of the Editorial Board shall use AI technologies responsibly, transparently, ethically, and in compliance with confidentiality requirements, copyright law, personal data protection regulations, and international standards of scholarly publishing.

Definitions

For the purposes of this Declaration, artificial intelligence means software systems, services, or digital tools capable of automatically generating, editing, translating, summarizing, analysing, or otherwise processing textual, visual, numerical, or other materials.

Such tools include, but are not limited to, large language models, text generators, machine translation systems, image generation tools, data analysis software, plagiarism detection tools, and automated systems supporting the editorial process.

Core Principles

The use of AI in the journal is permitted only in compliance with the following principles:

Academic integrity – AI must not be used to fabricate, falsify, or conceal data.

Transparency – authors must clearly disclose any use of AI.

Author responsibility – the author or group of authors remains fully responsible for the content of the manuscript.

Confidentiality – unpublished manuscripts, reviews, and personal data must not be uploaded to third-party AI services without proper legal grounds.

No AI authorship – AI tools cannot be listed as authors or co-authors of a publication.

Verifiability – all statements, sources, data, and conclusions must be verified by the author.

Prohibition of manipulation – AI must not be used to generate fictitious sources, fabricated citations, false results, or to artificially enhance the scholarly significance of a work.

Use of AI by Authors

Authors may use AI tools only as auxiliary instruments for:

– language editing of the manuscript;

– improving the stylistic quality and clarity of the text;

– translating individual parts of the manuscript;

– technical formatting of the text;

– preparing preliminary versions of abstracts or keywords, subject to subsequent author verification;

– auxiliary data processing, provided that the methodology of such processing is clearly described in the manuscript.

Authors are required to personally verify the accuracy, completeness, correctness, and integrity of all materials prepared with the assistance of AI.

Prohibited Use of AI by Authors

The following practices are strictly prohibited:

– submitting text fully or predominantly generated by AI as original scholarly work;

– using AI to formulate scientific conclusions without the author’s own analysis;

– generating or substituting empirical data, statistical results, experimental materials, or analytical conclusions;

– creating fictitious references, citations, DOIs, author names, or source titles;

– concealing substantial use of AI;

– using AI to bypass plagiarism detection systems;

– using AI to automatically generate peer reviews, expert opinions, or responses to reviewers without human verification;

– using AI in a manner that violates copyright, intellectual property rights, or personal data protection requirements.

Mandatory Disclosure of AI Use

Authors must inform the Editorial Board of any use of AI when submitting a manuscript.

The manuscript must specify:

– the name of the AI tool;

– the version or service provider, where applicable;

– the purpose of its use;

– the specific stages of work at which AI was used;

– the nature and extent of the AI contribution;

– confirmation that the authors have reviewed the content and assume full responsibility for the final text.

Recommended wording:

During the preparation of this manuscript, the author(s) used [name of tool] for [language editing/translation/technical formatting/auxiliary analysis]. All outputs generated by this tool were reviewed, revised, and approved by the author(s), who take full responsibility for the content of the publication.

If AI was not used, authors may state:

The author(s) confirm that no artificial intelligence tools were used in the preparation of this manuscript.

Authorship

AI tools cannot be listed as authors or co-authors of an article, as they cannot:

– assume legal and ethical responsibility for the content of the publication;

– guarantee the reliability of research results;

– disclose conflicts of interest;

– transfer copyright;

– respond to allegations of academic misconduct.

All authors of a manuscript must meet the criteria for a genuine scholarly contribution.

Use of AI by the Editorial Board

The Editorial Board may use AI tools only for auxiliary technical purposes, including:

– initial technical screening of manuscripts;

– detection of possible signs of plagiarism;

– identification of potentially AI-generated content;

– verification of formal manuscript elements;

– organization of editorial workflow.

Decisions on acceptance, revision, or rejection of a manuscript shall be made exclusively by the Editorial Board and/or reviewers. No automated tool may serve as the sole basis for an editorial decision.

Use of AI by Reviewers

Reviewers must comply with the principle of confidentiality. Uploading manuscripts, tables, figures, authors’ personal data, or any unpublished materials to open or third-party AI services is prohibited.

Reviewers may use AI only for technical assistance, provided that such use does not violate confidentiality, journal policy, or data protection requirements. The final review must reflect the reviewer’s own independent expert assessment.

Reviewers are personally responsible for the validity, integrity, and accuracy of the review submitted.

Confidentiality and Personal Data Protection

The Editorial Board, authors, and reviewers must ensure the non-disclosure of:

– unpublished manuscripts;

– peer reviews;

– editorial correspondence;

– personal data of authors and reviewers;

– research results prior to their official publication.

Any use of AI that may result in the disclosure of confidential information is strictly prohibited.

Verification and Editorial Measures

The Editorial Board reserves the right to screen manuscripts for signs of undeclared or improper use of AI.

In the event of violations, the Editorial Board may apply the following measures:

– returning the manuscript to the authors for clarification;

– requiring a declaration on the use of AI;

– requesting revision of the relevant parts of the manuscript;

– rejecting the manuscript;

– retracting an already published article;

– taking other editorial actions in accordance with the journal’s ethical policy.

Author Responsibility

Authors bear full responsibility for:

– the reliability of the submitted data;

– the correctness of references;

– the originality of the text;

– the lawful use of sources, tables, figures, and images;

– the accuracy of translations;

– the absence of fabrication, falsification, and plagiarism;

– proper disclosure of AI use.

The use of AI does not exempt authors from responsibility for any errors, inaccuracies, copyright violations, or breaches of ethical standards.

Final Provisions

This Declaration is binding on all authors, reviewers, members of the Editorial Board, and other participants in the editorial and publishing process.

Submission of a manuscript to the journal constitutes the author’s or authors’ acceptance of the provisions of this Declaration.

The Editorial Board reserves the right to revise and update this policy in line with the development of AI technologies, international standards of academic integrity, and requirements of scholarly publishing.
