THEORETICAL PRINCIPLES OF FORMING THE TERMINOLOGICAL APPARATUS OF STATE MIGRATION POLICY IN THE CONDITIONS OF MODERN TRANSFORMATION

The article provides a comprehensive theoretical and methodological analysis of the formation of the terminological apparatus of state migration policy in the context of modern socio-political and socio-economic transformations. The need for a detailed analysis of basic concepts in the field of population migration is substantiated, which is due to the dynamism of migration processes, globalization challenges and the transformation of state functions in the field of public administration. Based on the analysis of scientific articles from 2020-2026, more than 100 scientific categories that form the conceptual and terminological field of state migration policy are identified and analyzed. In order to organize the specified array of concepts, their classification into five key discourses is proposed: academic, political and managerial, cultural, socio-humanitarian, economic. The features of the content of each of the discourses are determined, and the interdisciplinary nature of the studied terminology is also established. Particular attention is paid to identifying ambiguities in the interpretation of individual concepts, which is due to the possibility of their application in different discourses. It is proven that the unification and conceptualization of the terminological apparatus is an important prerequisite for increasing the effectiveness of state migration policy and adopting appropriate management decisions in the field of migration.
