Compliance with the Principles and Recommendations of COPE, WAME, and DORA
General Provisions
The Editorial Board of the electronic peer-reviewed academic journal Coordinates of Public Administration conducts its editorial and publishing activities in accordance with internationally recognized approaches to publication ethics, responsible peer review, open science, and responsible research assessment.
In its work, the Editorial Board takes into account the recommendations of the Committee on Publication Ethics (COPE), the World Association of Medical Editors (WAME), the principles of the San Francisco Declaration on Research Assessment (DORA), as well as current practices aimed at ensuring transparency, impartiality, and quality in scholarly communication.
Principles of Publication Ethics (COPE)
The Editorial Board follows the principles of COPE, which include:
– ensuring the integrity and reliability of the scholarly record;
– preventing plagiarism, self-plagiarism, fabrication, and falsification of data;
– making transparent and well-grounded editorial decisions;
– responding appropriately to breaches of publication ethics, including corrections, notices, and retractions;
– protecting the rights of authors, reviewers, and readers;
– maintaining confidentiality in the peer-review process;
– preventing conflicts of interest and ensuring their mandatory disclosure.
The Editorial Board ensures that all complaints and reports of possible misconduct are handled in accordance with established procedures.
Editorial Independence and Integrity (WAME)
In its activities, the Editorial Board adheres to the recommendations of WAME, which provide for:
– editorial independence from the influence of founders, sponsors, and other interested parties;
– objectivity and impartiality in publication decisions;
– evaluation of manuscripts solely on scholarly criteria;
– prevention of discrimination on any grounds;
– transparency of editorial procedures and accountability for their implementation.
Editorial decisions are not influenced by political, ideological, institutional, or personal factors.
Research Assessment (DORA)
The journal supports the principles of DORA, which provide for:
– assessment of research on the basis of its content, quality, and significance, rather than journal-based metrics or citation indices;
– rejection of the use of purely quantitative metrics as the primary assessment criterion;
– support for diverse forms of research outputs, including data, methods, and analytical materials;
– promotion of open, responsible, and inclusive scholarly communication.
Responsibilities of Authors, Reviewers, and the Editorial Board
Authors are responsible for the reliability of submitted results, originality of the text, proper citation, lawful use of sources, and full disclosure of potential conflicts of interest.
Reviewers are required to provide a professional, well-reasoned, and impartial assessment of the manuscript, maintain confidentiality, and inform the Editorial Board of any circumstances that may affect the objectivity of the review.
The Editorial Board is responsible for organizing a transparent manuscript evaluation process, selecting competent reviewers, responding to ethical breaches, handling complaints and appeals, and making decisions regarding corrections, expressions of concern, or retractions.
Response to Violations
If a breach of publication ethics is identified or reasonably suspected, the Editorial Board conducts an investigation in accordance with the principles of evidence-based assessment, confidentiality, fairness, and proportionality of response.
Depending on the nature of the violation, the Editorial Board may request an explanation from the author, return the manuscript for revision, reject the submission, publish a correction, issue an expression of concern, or decide to retract the article.
Final Provisions
Compliance with international principles of publication ethics, academic integrity, and responsible research assessment is a mandatory condition for participation in the journal’s editorial and publishing process.
The Editorial Board reserves the right to update this policy in accordance with the development of international standards, open science practices, and the applicable legislation of Ukraine.
