ANALYSIS OF THE STRUCTURE OF SERVICES PROVIDED TO WAR VETERANS IN COMMUNITIES OF THE IVANO-FRANKIVSK REGION

The article highlights the relevance of examining the structure of service provision for war veterans. For the first time, based on data from the official resource of the Ministry of Veterans Affairs of Ukraine — the «E-Map of Services for War Veterans» as of 01 November 2025 — an analysis of the structure of services provided to war veterans by the territorial communities of Ivano-Frankivsk oblast has been conducted.
It has been established that the total number of services provided to veterans in Ukraine amounts to 13,178 across 22 groups, with cash assistance (3,720), social support (2,029), and commemoration (1,436) predominating. Ivano-Frankivsk oblast ranks 9th in the nationwide rating, providing 587 services across 21 groups (the only missing group is «development of veterans’ civil society organizations»). The structural analysis of services in Ivano-Frankivsk oblast shows that the largest number of services falls within the «cash assistance» group (226 services). In this context, the study emphasizes the need to shift the perception of war veterans from recipients of social assistance to economically and socially active actors who require a substantially broader range of reintegration services, including education, labour-market adaptation, and related support.
A high concentration of service provision has been identified by the beneficiary’s place of registration (518) and place of residence (347), while mobile services (9) and online services (9) remain underdeveloped.
Significant disparities in service provision across individual communities of the oblast have been revealed, underscoring the need to identify the most effective practices and disseminate them among the oblast’s communities.
It is concluded that the practical significance of the study lies in offering tools to align demand and supply for veterans’ services, standardize algorithms for delivering key services, and develop baseline indicators for monitoring the quality and accessibility of veterans’ service provision.
