IMPLEMENTING ORGANIZATIONAL CHANGES IN THE PUBLIC SECTOR: IMPROVING HUMAN RESOURCE MANAGEMENT MECHANISMS

Based on an analysis of recent literature, a study of world experience and domestic practice of management, the article examines the issue of improving human resource management mechanisms in the context of implementing organizational changes in the public sector; It is shown that in the modern world, the public sector of Ukraine is in the process of continuous organizational changes caused by European integration aspirations, the need to increase the efficiency of public administration, and the demands of society regarding transparency and quality of service provision; It has been found that the successful implementation of organizational changes critically depends on human resource management, since it is public servants who are the main agents and drivers of transformations; despite the fact that Ukraine has some experience in implementing organizational changes (the foundation for a professional civil service has been created, but the practice needs to be supplemented with tools that would allow HR services to become active participants in change management), which demonstrates both successes and systemic problems, it is recommended to study and disseminate in Ukraine the best practices of organizational changes, primarily in the countries of the European Union; It is shown that human resource management in the Ukrainian public sector must move from a predominantly administrative and control function to a strategic, transformative role, whereas successful human resource management for implementing systemic change requires a shift from administration to strategic partnership, investing in change leadership, and creating a flexible system of training and motivation for public servants; it has been proven that only by transforming every public servant into an agent of change through effective human resource management will Ukraine be able to successfully achieve the goals of European integration and building an effective administrative apparatus.
