MECHANISMS AND TOOLS FOR THE IMPLEMENTATION OF INNOVATIVE INFORMATION AND COMMUNICATION TECHNOLOGIES (ICT) IN THE FIELD OF PROVIDING ADMINISTRATIVE AND PUBLIC SERVICES

Abstract

The article examines the mechanisms and tools for the implementation of innovative information and communication technologies (ICT) in the field of providing administrative and public services within the system of public administration in Ukraine. It is substantiated that the application of modern innovative information and communication technologies (mobile applications, Internet services, blockchain technologies, and artificial intelligence) in public administration involves their implementation in the sphere of delivering digital administrative and public services. The main mechanisms and tools for implementing innovative ICT in the provision of administrative and public services are identified. The key ones include regulatory and legal mechanisms, which provide for standardization, regulation of ethical principles, and procedural regulation of ICT application, as well as the adaptation of national legislation to the European regulatory framework for the digitalization of public administration; innovation and technological mechanisms related to the development of innovative ICT and the creation of an effective cybersecurity system; financial and material support mechanisms, which include increasing budget expenditures on digitalization, state support for investments in the development of the IT sector, attraction of international funds and stakeholders, and intersectoral social partnership; educational and inclusive mechanisms, which encompass digital education of citizens and enhancement of digital literacy of specialists of public administration bodies (Administrative Service Centers) and local self-government authorities; institutional and organizational mechanisms aimed at improving the efficiency of the management system in providing digital administrative and public services; mechanisms for the development of information infrastructure, which involve increasing public access to the Internet and restoring Internet infrastructure destroyed as a result of the war. To identify the mechanisms for implementing innovative ICT in the sphere of public administration and the provision of administrative and public services, an expert survey was conducted among scholars specializing in public administration and management, as well as civil servants, both online via the Facebook network and offline within the expert community of Vinnytsia region. Based on the results of the expert survey, groups of mechanisms for implementing innovative ICT in the provision of administrative and public services were identified, including regulatory and legal, innovation and technological, financial and material, educational and inclusive, institutional and organizational mechanisms, as well as mechanisms for the development of information infrastructure.
