THE CONCEPT OF STRATEGIC MANAGEMENT IN PUBLIC ADMINISTRATION BY PAUL C. NUTT AND ROBERT W. BACKOFF: UKRAINIAN CONTEXT

Abstract

The article considers strategic management as a new approach to management in the field of public administration, borrowed from the practice of effective management in the private sector; attention is focused on the specifics of the application of strategic management in the context of public administration, where there are unique challenges and limitations associated with political, social and economic factors; special attention is paid to the application in Ukrainian realities of the conceptual provisions of strategic management in public administration by Paul C. Nutt and Rodert W. Backoff; various tools of strategic management are considered for the formation of promising solutions in the field of public management; it is shown that such an approach is effective, as evidenced by the public management practice of the developed countries of the last decade, and is of particular significance for Ukraine in the context of the ten-year-long Russian-Ukrainian war and the post-war reconstruction of the already liberated territories of our state; it was found that strategic management in the field of public administration is a key aspect of modern public policy aimed at effective achievement of the goals and objectives of public institutions; it has been proven that strategic management in public administration is not just a set of knowledge and skills in strategic thinking, without which any employee cannot effectively and efficiently perform assigned functions, but becomes the mandatory element that employees should be trained, constantly developed and motivate to active use in the work process; directions and models of radical improvement of the practical experience of strategic management and management already acquired by managers and functionaries of public administration bodies through mastering innovative techniques of strategic thinking are substantiated.
