MODIFICATION OF I. ADIZES’ MANAGER-LEADER MODEL IN THE CONTEXT OF ADAPTING TO THE SPECIFIC FUNCTIONS OF MANAGING THE DEVELOPMENT OF UKRAINIAN LOCAL COMMUNITIES

This article is based on an analysis of the situation regarding the functional requirements and skills of leaders and local government staff necessary to ensure proper management of the vital functions of Ukraine’s territorial communities, in light of current recommendations and experience that have not yet been sufficiently disseminated at this level. To manage the process of disseminating recommendations on leveraging the benefits of the innovative 3S leadership technology, it is proposed to modify the well-known RAEI code test tool developed by the I. Adizes to determine a person’s inherent management style for use in the training and development of both future and current leaders and staff of community management bodies. The article conclusively demonstrates that, unlike I. Adizes’s four styles, which are recommended for use in managing business structures, it is advisable to focus on, master, and utilize three styles derived from reformatting the RAEI code into the A-RE-I code, in which the functions of production management (P) and creativity (E) are combined, since it is precisely the creative production of intellectual management outputs (ideas, plans, programs, strategies, changes, prospects, etc.) that is the primary task of leaders. This modification makes it possible to use the existing assessment tool to evaluate, analyze, develop, and nurture leaders in full accordance with the requirements for them to fulfill the functions of synarchy, syntelectics, and synergy within the intellectual-functional 3S leadership model, which are capable of radically enhancing the competitiveness of communities.
